German Conferences on Third
World Debt
At least once a year, many important organizations worldwide
and their leaders get together to discuss a matter that
concerns to the poorest people in the world: The third world
debt. These conferences are held to look for solutions to face
this problem.

Third world debt for our purposes will deal with the private
and public debt of developing countries that has been steadily
growing since 1970. In reality, third world debt will not be
repaid in full because of the enormous interest rate incurred
since the debts were incurred.
Countries are without a means of developing a healthy
economy when millions of their people are unable to earn a
wage, are denied basic health care and education. Germany,
France, and Italy have floated the idea of forgiving over a
$100 billion in debt relief as a method of getting some of the
bad debt off the financial spreadsheet.
The International Monetary Fund (IMF) and World Bank are not
in favor of this method since they have not devised a
definitive measure for defining global poverty in each of the
developing countries affected.
For our purposes, poverty is being defined as people living
without food, shelter, education, sanitation, safe drinking
water, and health care. The basic needs analysis defines a
minimum for each of the standards identified and classifies
countries whose population that have access to less than a
minimum allowance.
The poorest nations are those who do not provide for the
basic needs of its people. Some countries advocate raising a
country’s standard of living based on the Gross National
Product (GNP) which may or may not be distributed in the areas
or significant need.
Consequently, they recommend programs that eradicate the
suffering by subsidizing and redistributing basic needs and
services. Included in these programs are vaccination and heath
services outreach, nutritional supplements, campaigns against
illiteracy, infant and maternal mortality, and sanitation along
with clean water resources.
Third world debt increased early on in 1973 when the already
high interest rates rose even more coupled with declining
export of oil and volume decreased.
Debtor governments were then forced to demand certain
concessions on their debt repayment, which invariably meant
lower and protracted payment plan. Another effect of a decline
in living standards for the third world countries is the
potential for violence.
